Looks to me like an E-type Jag (Jaguar XKE) which someone has used a bit of bondo on. I think it's a custom one-off, if not, then it's a design study - but not by Jaguar.

I'd say you are looking at a heavily-modded '67 Jag. Here's a pic of a stock one...compare the lines:

Its a 1967 Boss jaguar convertible! Funny cuz it looks like something that should be made nowa-days.

BTW, if we could get someone to PhotoShop some oil stains underneath...we could definitely identify it as a Jag. I'm sorry, I know...bad.

I saw that car in person at the Palo Alto concourse a couple of years ago. While not my thing, it certainly wasn't crap. In fact, it was awesome. The attention to detail and craftsmanship was impeccable, and when the big block supercharged V8 roared into life, everyone took notice. In short, it was pretty badass.

'Course, doing this would make it more "Shelby Cobra-ish", but it seems to me the car would benefit from a larger "mouth". Its as though its "lips" are pursed or something. Air intake just seems a tad small. Otherwise, I like the lines. Looooooove the depth in the wheels!
