It's not a requirement, it's a suggestion from Mazda.
There are many engines out there that don't like a quick on and off, notably the 1.8T engine used in many VWs and Audis. Will you have a problem if you do it? Probably not. Could you? Oh yeah.
As far as the 247 HP issue goes, it still needs to be resolved, but the key is to test drive it and see how it feels to you. I don't care what it's rated at, I drove one, got it up to highway speeds and it never felt sluggish or anything but the way I was hoping it would.
Obviously Mazda should admit it if it produces less HP than advertised but it still feels like a very peppy, very quick car and should be on your short list if you want a coupe...
