I was driving the car to grab lunch and in 3rd gear at 7000RPMs, the engine just stopped reving and went back down to 1000 rpms. The engine didn't cut off or anything. The engine was cold and I was wondering if this is normal. I have VTECed it since then and have not had a problem. Anyone else run into this issue?

Your problem is related to low oil pressure. There are two reasons you may have low oil pressure:
1) As others have noted your oil is cold (i.e. 3 bars on the WATER Temp gage).
2) Not enough oil in the lubrication system.
Note: There is no temperature lockout it is related to oil presure only. Three bars is a reference temp only and many suggest waiting a few miles after 3 bar condition to rev the beast.
As for damage to the car when the system cuts out....none. Honda engineers put this system in place for a reason.

At 7000 RPMS, are you sure about that? Your car shouldn't switch lobes unless you have 3 bars on the temp gauge and it switches at 6000 RPMS (assuming stock ECU no AFC, etc.) not 7000 RPMS. If you're sure that it was at 7000 RPMS I would definitely go out and check your oil level NOW.

Yup....I have this happen a couple of time....
I asked the dealer about it and they explained it as a safety feature, which prevents the VTEC from engaging in when the car is cold...
