are there functional vent cutouts in the two reverse scoops on the veilside hood for S2000?
any idea how much it weighs....?less than stock?

Yes, and I'm not sure about the weight. Bulletproofautomotive.com, a sponsor, sells them pretty cheap, but you might want to do a search on the net for specials like I did.
