I think they must all have the "skip shift" because of the fuel economy ratings they have put the car under. If it was a used one, then the previous owner put in an electronic "bypass" to the skip shift. This is a simple adaptor that plugs into the tranny.

ALL new MT Corvette's sold in the United States have the stupid skip shift mechanism. The mechanism can be over ridden by accelerating quickly enough through the gears but GM needs to sell the cars this way for CAFE standards and to avoid gas guzzler on the car.
You either accelerated quickly enough to over ride the mechanism (I hope so) or are not telling the truth.

Well since you did split hairs and are getting all technical now I guess we can say that ALL new Corvette's DON'T have the skip shift. Why?
Because a good percentage are automatics. I had just had to do it.
