I've never heard of anyone getting in trouble for having a testpipe. I've run one on previous cars and I know well over 100 people running them here in MN. Not one report of a cop ever even checking for a cat.

I'll try to clear this test pipe law thing so everyone can get an idea.
The big fine that everyone is talking about is the EPA's clean air act (google search it if you want), I believe it was a 3000 dollar fine. You could be charged with this fine for tampering with ANY part of the emissions system which includes the air pump, exhaust, intake, cat, etc. The fine also applies on road as well as OFF road. So techinally most of us are all running the risk of this fine with intakes and exhausts. And before you say "my intake is carb legal," It does not matter. You still tampered with the emissions system which makes you guilty of the fine.
You can also get fines from the local municipality but that varies. In NJ it is a 100 dollar ticket (I believe). However, it is not a moving violation.
I also asked my criminal justice teacher who was a cop for 20 years, then did police admin for another 10, and had lots of awards and special achievements under his belt; he NEVER heard of a cop giving out a ticket for going catless nor had he ever done it before. The only thing he told me was do NOT go to the inspection station catless...if you do you deserve the fine
Take all that for what its worth. It was done with my own research so some of it might be inaccurate but it should be close.
Stop and ask yourself, have you ever heard of anyone getting stoped for going catless and actually paying the 2500 fine? Rarley....
