Not sure about stock exhaust... but you could see maybe 8-10 wheel horsepower with test pipe & aftermarket exhaust. Change your exhause first.

I have just test pipe on stock exhaust...not a huge difference. But its not bad either. If your planning on upgrading the exhaust in the future then its not a bad idea to get one now. Besides it also deepens the exhaust note slightly with it

Some test pipes are straight pipes, some have built in resonators. It is good if your mentioning your experience to include what brand you have for reference.

and why does an aftermarket exhaust help, when an aftermarket exhaust does not make a difference without a test pipe?

Aftermarket exhausts vary in performance gains. Depending on what aftermarket exhaust you go with, you would be looking at 0-12whp gains. Dyno proven T1R 63mm single exhaust which includes a test pipe showed 12.1 whp gains.

A test pipe replaces the catalytic convertor. To maxmize gain people choose to replace they catalytic convertor with a test pipe (aka. straight pipe) to eliminate the exhaust/air flow restriction.

would it pass smog tests?

I assume you guys switch back to catalytic converter for smog checks?
