You can patch it and done well it will be almost unnoticeable. But you'll always know it's there shining like a giant wart screaming [exaggeration]"the owner doesn't care about this hooptie car!!" [/exaggeration] Start saving for a new Robbins cloth roof, you'll feel better.

Clean the area to be fixed and the soft top patch with rubbing alcohol. Cut the patch to size, giving yourself an extra 1" all around. Round any corners of the patch to prevent lifting. I use black silicone adhesive and press the patch into place, matching the fabric side to the fabric side on the inner side of the soft top.
This method has lasted me years. I haven't needed to patch the outside so I don't know how this method would work.

You might try these Gear Aid patches. Pre cut, blends well and impervious to folding and water. I use them for permanent patches to backpacks and other equipment from abrasion and bear attacks. REI carries it.

The of the Gear Aid patches worked wonderfully both internally and externally on my '06. As noted earlier the patch was barely noticeable but it still bothered me enough to replace the roof a couple years later.
