Outside of the window.
Apply like normal tint by spraying down both the window and the tint with soapy water.
Apply the tint, move it around until you have it in the correct position, and use a credit card wrapped in some non-scratching towel to squeegee all the excess water and air bubbles out. Start from the center and work the card towards the outside, you can also use a hair dryer to evaporate any excess water that does not move out from under the tint.

i didn't buy the roll and cut it myself, 'cause i didn't want to cut. i knew that the stongard tint i bought was good, 'cause another local member had the same thing on his car. all i did was order the same thing he had, and it was exactly what i had expected.

You can contact Speed2000, he has precut sheets of static tint for the '00-'01 plastic back windows. He may also have some for the 2002's. I think it's pretty inexpensive and it protects the back window somewhat.
