This must be a state by state basis. In california our roads are marked with a public speed limit (say 35), and what's called a "critical rate" which is generally within 4mph hour of the limit. In CA say a cop pulled you over for doing 59 in a 55, the cop can write you a ticket. However if you go to court all you have to do is ask what the critical rate of the road is. If you fall within those boundaries you are on your way with nothing to worry

I have nothing valuable to add other than pay more attention to your peripherals! A cop would have never been withing 100 yards of my car in sight without me knowing! But that's just me.

Cops dont USUALLY give a second glance if you are doing 60-65 in a 55. I've heard tale that 68 is their "break point" where you are going to get nailed if going over that.

You were speeding and you got caught lol. I mean the law is the law. The speed limit was 55 not 70 or 65 or even 56. I would have no problem if cops pulled people over for 56 in a 55 and gave a fine. You were speeding.
I'm not saying I don't speed. I would see a cop behind me coming from 1 mile away though.
