Default S2000 not up to latest smog standards?

My 2000 model S2k complies with the Euro 3 emissions norm that was standard at the time of the car's production, as expected. However, since then, the Euro 4 norm has come out, and as of 2005, all new cars sold in Germany must fulfill this emission level.

Looking at the German Honda site, the 2004 S2000 and NSX still only satisfy the Euro 3 standard, whereas all the other Honda cars pass Euro 4. All Porsche and Mercedes cars, including the big-hp twin-turbo models, pass Euro 4, as does almost any other car I can think of sold here.

Surely the S2k, touted for being so environment-friendly, would pass this Euro 4 norm? Perhaps they just need to put the current engine on the emissions bench and run the test, as even my "old" model passed the state emission tests with hardy any noticeable emission values.
