The real problem is that people in other counties use real U.S. addresses and such (from the unsuspecting) and then rip people off and there is nothing you can do. And yes Paypal is a piece of shit company with no controls, process, caring for their own G.D business. Even after it was taken over by Ebay it still hasn't got much better.

Thank you to Bass, cthree, and all who posted and encouraged me to take action.
It looks like the seller got the console in the mail quick, after receiving my PM outlining all of the good suggestions you guys gave me.
Tha bad thing is that it looks like the center console was buried underground, or something. There is dirt impacted into every dimple and crevice, and the rubber all around the shifter area is hopelessly discolored.
I've got some pretty good ideas about how to fix it up, though.
