in my 2003 owner's manual ... they number them 1-27, whether they have a fuse or not. it gives 'back-up' as #16. unless i'm confused by your explanation (which is VERY possible), if the manual was numbering by used slots, wouldn't it go down (aka #14, not #25)?

An old thread yet I reset my ECU tonight following the instructions and gave the MAP sensor a nice tap with the end of a 5 cell maglight.
Seems to pull much better between 4-6k and then goes like a Latvian hooker being paid by the minute from 6k onwards.
I made a point of VTECing everywhere for an hour so that the ECU gets used to her being booted everywhere.
It made a subtle difference.

Although it will turn off the check engine light (just temporarily if conditions are not changed) it forces the ecu to relearn all fuel trim. I will not do it as it screws with the idle and low speed response. I use an OBD tool to reset CEL conditions, instead of living with idle problem for the next twenty trips.
