Can you stop the rotation easily with your hand or foot? I wouldn't worry too much about it. It's 99.9999% likely to be just the drag from the transmission fluid.
If it's in neutral, and you can get it into neutral, it's all disconnected. Not to say that there can't be anything wrong with the transmission, but this isn't a symptom of anything. If you were in first and unable to stop it by hand, then I'd say clutch disengagement, but that's a totally separate issue.

Yeah, more info needed. Very vague description if you're expecting worthwhile help.
I'm assuming this is when the car is on a lift/jack/etc. Are you saying they CAN spin (i.e. not locked), or they DO spin all on their own? If they're turning on their own, can you just reach up and stop them with your hands?
Anyway, it's essentially an impossible situation you're describing. If you're not in gear, you're not in gear. Simple as that. Even if you weren't disengaging, the car would stall out (I assume, never tried running at idle without resistance).
