This looks like nothing but a cheaper version of the AUT radiator plate and CAI and Garage Defend radiator plate and CAI --- which are both more expensive as they are CF instead of fiberglass. I'm running the AUT and a bunch of related mods and no way will this give 15 more peak hp. Peak hp, of course, is always obtained way up in VTEC on this car. Devices like this, however, can increase the relatively small amount of available hp stock at lower rpms. Can't say if it's by 15 hp though. Haven't visited a dyno with it. But I do know that the similar AUT DID result in in increase in gas mileage for me in the area of 1 to 2 mpg both city and highway. Even more when I discovered I didn't have to keep the revs as high in ordinary driving. With gas prices as they are now, this may be a more attractive benefit than the false claim of 15 hp.

Now wait a minute! Because this device looks like an AUT, I'm assuming it works like an AUT (only cheaper as it's fiberglass and not CF.) Of course, anyone who buys one of these (or an AUT or Garage Defend) who is expecting 15 more peak hp at 8750 rpm or whatever is going to get screwed. But, if somebody buys one of these and wants to be able to start out from a stop at a lower rpm and let the engine do the work, -- not the clutch, they may enjoy it. If a buyer wants more power in all of the pre-VTEC ranges from 2K to 6K rpm, it will do them some good. If they have heat soak problems because they live in a hot climate, this device will help. And if they want a little bit better gas mileage, the device will help. In fact, ANY device that brings in cool air (meaning not heated by the engine or radiator) for the intake will help in these areas. Those who let the clutch out from a stop in first at 6K and always shift at redline should save their money and effort. Devices like these won't help much in this case. But those who also use their s2k for ordinary driving --- much of it below the VTEC range --- will find that devices like this DO add power in some rev ranges. Just not at the peak power rev range. And most probably never as much as 15 hp in any range.
It's just a shame that the seller of a product that is actually useful for some purposes has decided to make a false statement about it when there are so many true positive statements that could be made.

The product in question here gets its cool air from in front of the radiator and behind the grill, just like Spoon, AUT, and Garage Defend (to name just a few). As an owner of the similar AUT, I have no doubt that the product in question here produces gains, as I said above. But I too doubt a 15 peak hp increase at the rpm where peak hp happens.

Examine the pics of the product in the OP. It too is a CAI --- not just a rad plate. The K&N FPIK gets its cool air from the hole in the pax side fenderwell, it appears. The product in question here gets its cool air from in front of the radiator and behind the grill, just like Spoon, AUT, and Garage Defend (to name just a few). As an owner of the similar AUT, I have no doubt that the product in question here produces gains, as I said above. But I too doubt a 15 peak hp increase at the rpm where peak hp happens.
