I don't know if you are serious but if you exceed the limits on the seat bolts and in turn had an accident, the weakened bolts could send you for your final S2000 ride. But, it's a free country, so do as you wish.

do you "torque" your oil filter on, or do you do what 99.9% of the world does and put it hand tight and then about 1/2 a turn past that with the wrench?

I never tighten oil filters with a wrench.

Ahh, c'mon Scot! Give 'em a little credit. The bolts holding your seat to the car are a little more important (as far as safety/collisions are concerned) than an oil filter.
But, in all seriousness, I know I'd get those seat bolts a LOT tigher than 16lb-ft. Also, I remember another thread which stated 27lb-ft torque for the stabilizer end links. Honestly, 27lb-ft on a stabilizer end link? I'd hit that bitch hard with an impact, then double-check it with a 1/2dr breaker bar... plus a 19mm for a cheater.

i have never used a torque wrench inside any car.
As for seats, snug the bolts down by hand, use a 1/2 rachet and tighten until
you know it is tight.
If you don't know when it is too tight, then you probably shouldn't be using a wrench
