Question for those whom installed the OEM front spoiler

Mine didn't come with the OEM front spoiler so as I'm installing it today I didn't know if you have to drill two holes on the fenderwell on each side of the vehicle to install the two self-tapping screws. To be specific, I'm confused on step 5 on the instruction which listed below:
"Position the under spoiler along the fenderwell, and align the lower hole in the underspoiler with the hole in the fenderwell. Using the thumbtack, mark the front bumper through the upper hole." I don't see no holes on the fenderwell. Any thoughts? Thanx.
