I personally think you may have overpaid a little bit but the deal is done so there is no use it letting it spoil the fun that the car can bring you. At 70k miles, it's not going to appreciate very quickly so just enjoy it. It's still a good car with low miles (for its age) and it will put a great smile on your face if you stop thinking of it as an investment and more as a toy.

Price is reasonable, considering where these are. Mine has all 10 VIN tags and 128K miles. I'm not sure it matters that all 10 tags are in place with 128K miles. Plus, my front bumper is a bit hammered by time. So... would a prospective buyer rather have a great looking bumper with no tag? Or a mediocre one with it's original tag in place?
If you plan to drive the car, just buy it and enjoy it. These cars are getting rarer every day. At some point, no one will care about missing VIN tags.

Price seems reasonable for a clean LBP driver car. If you want a collector car you will be paying about $10k more.
there’s about a $2k premium on the market for GPW or LBP...about $1200 premium on Rio and NFR cars compared to black and silver.

I have a single VIN missing from each of my S2000s.
I think history will prove it doesn't matter, just like old frankensteined / restomod 911's still commanding premiums. But of course who wouldn't like an all original car!

I bought my car way back in the day and had no idea about the vin tags. Let's just say that a few are missing... The good news is that I've owned the car for 15 years and it's treated me well regardless of missing VINs. I would need more info and photos to really give you the best advice but from what you've told us...I agree with the majority here that it's a desirable and rare color so the price is within range, given the mileage. The bumper replacement or respray is common given how low the car is. It's difficult to confirm any broken headlight tabs without taking the bumper off but that's another indication if there was any sort of front collision.
