And yes, we can use hearts, hands, stars and + for more money, in California. It's called the Kids Plate. Look at this page and you'll see the images.

Oh, I changed the plate on my NSX. It's almost the same...
^I don't have a plate on the front. The only car I've ever owned without one but it didn't come with the bracket and I don't want to spoil the look.
^Here's my friend, Hoa's, NSX. I think his license plate is funny. He's the last guy I'd expect to race.
