It does have a sound theory behind it in aerodynamics, however it really only applies when the air has a LONG distance to travel. There are things that look similar to this in Air Handlers and other HVAC equipment that are called blenders or mixers, and slightly resemble something like this.

Id say on an application like this it does nothing more than homoginize the air. That way you can insure even oxygen distrobution for a complete burn in every cylinder. (Sarcasm for all you with no sense of humor)
