OEM Lip no flush?

OEM Lip no flush?
Anyone have any suggestions? I installed the lip...perfect....clear my corners and re-installed...perfect....about 2 weeks later...the front center seems to not be flsuh with the bumper. Everything looked tight underneath. I'm clueless.....
