It comes down basically to who gets into vtec first. Whoever does will probably take the slight pull. The MY00-03 will rev out a little longer and maybe take a little pull away. I would suspect the 04 to get to vtec sooner with the shorter gearing but since the pre 04 revs out longer the pull is taken back. Overall:

The 04's will probably be hitting high 13's after the owners get used to them. Stock 04's
But it still baffles me why if the 04 was faster why we are the only country that gets it.
