It's very common. Rite Aid and even many supermarkets have the stuff. But any decent contact cement will suffice.

i ordered two and got one- assume the other is coming separately?

Don't waste time looking for this brand -- just get any good contact cement.

Do not use superglue for this, only contact cement.

Weldwood makes a pints can of both water-based and solvent based contact cement. These are sold at most good hardware and houseware stores.

If one decides to do so, is it possible to return the steering wheel back to stock form? With contact cement, it would just be an arduous cleaning process right? Or am I wrong?
