Well like an above poster mentioned, there is two steps to the cruise control. First you press the cruise control on button behind the steering wheel underneath the speedo/tach. Then you should be able to press the set button. If cruise control is not turned out (the little light on the button will turn green) then the set button won't do anything.
If that doesn't work, then there is definitely something wrong with it.

I hope I'm not too late and you already spending the money on new seals.
I just got my car 2 weeks ago, and I had the same EXACT problem. I put it down once to see what it was like (it's been cloudy rainy for like 3 weeks straight here with a few nice days in between) and after that, my dad drove it to work while I was learning stick and he said there was really really bad wind noise. First thing he thought was the seals, just like everyone here. Then he had a lightbulb come on in his head and that little handle you pull down on and it goes away. Do it. No, no, don't hold it the whole time.
While putting the top up, when it gets within your reach, grab the handle with your free hand and guide it into place and when the electonics stop, squeeeeeze it down to the seals, buckle the clip farthest from you, and then the one next to you. Wind noise solved.
Once again, I hope I'm not too late!!
