They are headlight washers and no one can figure out why Honda did them so untastefully. It's not too bad on a black, but it's an eyesore in any other colour.
The red light at the back is a fog light.

I'm not sure if it involves the whole bumper, but if not, I would consider it seriously for cars sold in other markets. It's a great security feature if you drive in heavy rain or fog.
