the on button, if that is on and the window dont go down then yes it is broken
I had a similar issue when I was installing my door speakers. I have the drivers door panel on and the passenger panel off. I wanted to test the passenger window for clearance on the back of the speaker.
Using the drivers side controls, the window wouldnt work, despite the switch being in the on position.
I later discovered that the window will not work unless the connectors are engaged on BOTH the passenger and the drivers side.
