Lowest cruising rpm for best fuel economy?

I think for the AP1 for best mpg, honda recommends shiting at 15, 25, 40, 47, 52 mph.. which is around 4k for 1-2, 2-3, 3-4, 3k for 4-5, 5-6. This has been posted here before, but I don't know where it came from initially.. and I'm an EE, not an ME so don't ask me why
