Strictly performance improvement not including what you can remove from the car in factory trim for a budget minded.
1 - AEM cold air intake
2 - Front strut brace
3 - Cusco chassis brace
4 - X-brace
5 - Spoon header
6 - Single output exhaust
7 - R compound tyres
8 - Endless NA-M brake pads
9 - Aftermarket coilovers
10 - Voodoo titanium shift knob

The Endless pads are probably worse than the stock pads for track use.
I like the shift knob, but it will not improve the performance of the car one iota.
Stripping the car and mounting better tires are probably the two most cost effective improvements you can make. Allow me to reiterate once again, that a driving school would be of the single largest improvement.

Taking off the stock air box lid will LOSE horsepower.
On cold mornings I detect no power loss when it warms up past say 75 deg I will agree with you.
Besides I'm a cheap bastard and it doesn't cost anything to take it off or put it back on

My Top Ten best bang for buck mods are:
1. Take Spare out(free)
2. 4.77 Rear Gear(made a huge difference)
3. Magnaflow Titanium Exhaust(low weight, lower price than most titanium exhausts)
4. Ultimate Racing Turbo Kit(come on...turbo)
5. Corbeau Forza seats(very light, very cheap, very good)
6. Oil pressure gauge(I feel it's a necessity on a sports car, it's already helped me out on the track to know when something may go wrong)
7. Volk CE28N's(expensive, but light and fat, 17x9 rear)
8. Yokohama ADVAN AO32R tires(don't last long, but has some great grip)
9. APEX'i V-AFC II(don't have it anymore, but it gained 10 WHP)
10. Cusco Roll Bar(took forever to get, but it is a good piece)

Maybe but it's free and a lot of other products that others have mentioned do nothing or add very little for a lot of $$$
