Yes you would have to drill two holes wherever it is you decide to mount the plate holder. I've yet to do it, and am weighing my option. I did however mount it on with tape just for reference and it looks really good. Now I just need a good day to get it done.

i would like to see a pic of the evo setup. from the idea i have in my head, couldnt you bend the tabs or whatever the screws go through to allow it to screw into the bottom of the bumper? or maybe even use bolts and nuts and extensions to allow you to screw into the black undertray? rather than painted bumper?

I will say that I took the time to find a good mounting point tht I liked, and the holder will not work without some modifications. Cutting and shapping of the top portion is involved to get it to sit flush without having the edges away from the bumper.
