Radar detectors are perfectly legal in Illinois, and in all other US states, I THINK, except for two (Virginia and..... I don't recall).
Front license plates are required in Illinois, although you will see many people running without them, particularly in the Chicagoland area. A ticket for not having a front plate is a vehicle violation, which does not result in action against your license. The fine is USUALLY $25, although this can vary depending on who issues the ticket as some local cops will write you the equivalent of a parking ticket so that their village or municipality gets the revenue.
Not having a front plate, in my experience, rarely causes you to get pulled-over in the Chicagoland area. It does however eliminate the single best reflective surface for radar and laser, both of which are used in Illinois. It also, of course, looks like hell with a front plate on your S2K.
