Exactly. The instructions say to put the higher of the two on the driver's side.

What does Comptech mean when they say "the spring rate is adjustable?" That depends on the flexibility of the spring's metal, and the shape it's in - neither of which can be changed easily.

See the silver sleave the spring sits on? That part can either lengthen the spring or compress it with a few turns. As you can see it is a pretty big sleave, with lots of room for changes

When you tighten the spring it makes the spring rate firmer - it isn't a changing of the spring's actual composition at all.

Hope this makes sense.
