Ohio - No tint allowed (strict) and have to have front plate, but I was never harassed about it.
Oklahoma - Any kind of tint your heart desires, even mirror tint, and no front plates, licensing is usually about $60 and the roads SUCK here too, they can't afford to fix them/

Down here in Florida there are no front plates and windows can be tinted to a certain amount - 18% (I think) on the front windows and darker is allowed on rear windows. So what happens when I drive my car up to visit a friend in Chicago? Do I get pulled over for "illegal" tint? This action would be similar to the confiscation of radar detectors in states where they are not allowed even if the car is from out of state.

Here in good ol' Utah, we have a front plate law, which is never enforced unless you're young and have a fast or fast-looking car(odds against me). I don't have a front plate anyway though. More than likely they'll only hit you with a fine if you're street racing(dangerous anyway).
The tint law just changed here. It was no tint on front windows before, but now it's 40% in front, as dark as you please in back.
