Running with just "city lights" or parking lights on here in Europe is illegal 
You're supposed to use them only when parking on dark streets so that drivers can see your parked car.
Sorry to hear about the smash, a good bodyshop should make that look good as new. Aftermarket bumper time maybe? The stock Honda ones are around $300 unpainted.
