I took my 06' Accord into the dealer the other day for a simlar problem with my rear bumper paint, and they said they'd be glad to repaint the bumper free of charge. My tech told me that the paint had a 3/36 warranty on it as does the car.

I'd definitely not have the entire car repainted. Just have the effected panel repaired/repainted and be done with it. Unless they're going to do a $10,000+ paint job, it will create way more problems in other areas. As cheap as the factory paint is, the vast vast vast majority of repair paint jobs are not as good. Any repair shop worth its salt should be able to match/blend the paint so that you can't tell.
BTW, my '03 S2000 has several paint chips in the front bumper in only 5,500 miles. The '93 240SX that I had never had one in over 100k miles.
