Default I was E-bay scammed

I purchased a Greddy ECU from Robert Hamilton, robert.hamiltoniii@us.army.mil

He did not ship nor did he refund the money, Paypal claim cannot refund the full amount and it looks like i'm getting stuck with the bill.

I know this sounds awkward but should I contact the US Army and let them know that this person has commit fraud?

He was a ebay verified member and paypal verified but that means nothing I guess. You would think that since they are verified and commit a crime that they can press criminal charges and follow the paper trail back.

What does verified mean then? any two bit crook can get verified and have zero repercussions.

This sucks

You shoud contact the army. Be polite and calm in your inquery. Say what happened sticking to the facts and stay away from the words like fraud, or ripped off. Just say you paid and did not get your item and would like some help getting it sorted out. Calling Fort Benjamin Harrison 1-866-771-6357 would be a good place to start. Also go here http://www.usa.gov/Topics/Locators.shtml

Sound like your upset, and you have a right to be.

This guy is in the army and may be having some issues of his own to deal with right now. There is a war goning on. And again, he may be trying to get away with a fast one... Hard to say.

File a dispute with ebay too, just to get it on the record.

Having had a few dealings with paypal and ebay all I can say is that sometime they will help you out but mostly, you are on your own. I got $200 back on an item that cost about $625. So much for paypal protection.

Good Luck

I completely understand, yet he did not communicate that with me. I asked for a tracking # and he gave me a fake one which is when I raised a red flag and I put it through as a claim.

When I called paypal they said that the FULL amount will be returned if the claim is returned in your favour, but that's not the case now.

I will call Fort Benjamin to confirm that there is a Robert Hamilton and go from there.

Thank you for your help

Toll free # doesn't work in Canada.

Also Ebay claim just takes you to the paypal claim.

Why can't you get a refund from paypal exactly? You should try your CC if thats what you used, they may be able to give you a refund.

Always and I mean always pay via CC when using PP. Not doing so will leave you at their whim.

Have you ever read the text of the web they present you when you change from Instant to CC? It basiclly says the follow:

1. No bills to pay
2. No interest to pay
3. No unauthorized transactions

Note it says nothing about buyer protection. So protect yourselves, pay via credit card.

Also Google checkout is like PP, only they only process credit cards. They are cheaper then PP too. You might want to look into them.

Called my CC and had the charge disputed for the difference. They are going to start an investigation.

It would be nice to see the U.S and Canada pass a bill for this type of crime and setup a specific department directed at ebay and online transaction fraud.
