I think that if you get I/H/E + Vafc you have better chances.. or atleast some type of engine management unit.. with a good tune of course. 12-15 hp is right about there, but a well tuned Vafc could bring you up to about 17-20 hp?

More than that. A member on here (VersionJDM) had K&N Drop-In, 70mm Exhaust with TP and the VAFC and he put down 227 whp.

So you can get pretty good gains from bolt-ons with tune.

Even if peak is only 12-15, won't this give more midrange power as well? Peak power isn't the S2000s problem, it's low to midrange that needs the power. Anyone have a dyno sheet for upgrade intake, header and exhaust.
Also, since this is an 07, no ECU tuning is possible, right? Are there any issues with upgrading I/H/E without a tune?

Tuning is available via AEM EMS, Hondata Reflash (huge midrange increase), and the Greddy E-Manage Ultimate.

Tuning on a stock car makes a huge difference let alone on an I/H/E car. The best bang for the buck is to get an E-manage Ult. (if you can find someone to tune it well) instead of doing I/H/E. Or do both and you will notice a significant improvement.

I've heard of people gaining upto 9 hp with a completely stock engine with AEM EMS.. but you also must remember that hp readings don't mean much.. it is dependent upon the type of dyno used for reading.. 30hp gains on a dynojet can be equivalent of 15 hp on another dyno and so forth

Yes, but hondata reflash is only available on MY06, not MY07. Even then, it's not all MY06. Though I'm in an 06 and about the time my warrenty runs out, I'm thinking hondata reflash with header and exhaust.

I can't see why the reflash wouldn't work with 2007.

Buy a turbo. Once it spools, all the bullshit comes to an end.
