I read it in one of the Car Magazines around the time the Boxster was being released. Probably Road & Track although I read all the American magazines.
I just remembered that fascinating article recently as I was doing some research on the history of the S2000. That is how Honda got the TipTronic tranny.

I remember reading the same article, which was most likely in Road & Track.
Regarding what Honda did, Bieg didn't say they showed Porsche how to design water-cooled engines, or did any of the design work for that matter. They assisted in setting up the manufacturing process to ensure both high quality and low cost. This resulted in Porsche's being able to build a quality car, keep the price down, and still make a profit. If that had not happened, it's an open question if Porsche would today be a division of, say, BMW. (Not to mention GM )
Are 944's really Porsches? I think they are, but a lot of Porschephiles don't. That's a fact. Of course many of those same folks don't think ANY water-cooled model, including the Boxster, is a Porsche. Since Porsches are now all water-cooled, that's a problem for these people. They'll die off eventually.
But when it comes to the 914 even I draw the line. It was a Karmann Ghia, not a Porsche.
