If you drive hard, 17k is enough miles to need new front pads. Try a second shop. It seems odd that the first one would miss it if it were hitting the wear indicator, but it's possible.

Hmm, have they been replaced recently with performance pads? Performance pads tend to squeek a bit more. Like ruexp67 said, make sure if you put new ones on that you lubricate them in the right areas.
btw, a quick tip: to reduce brake squeel, you can chamfer the leading edges of the brake pad to a 45 degree angle. That helps eliminate one potential source for noise. Really helps if you're running performance pads. You lose about an 1/8th inch of friction material, but they make less noise.
