How Bad is it to hit Rev Limiter..?

I have hit my rev limiter a few times, first time was passing a car on a downhill and I was surprised I hit it so quickly, really surprised me and worried me until I realized what it was (my first car with a rev limiter).
The other day I was passing a car again on that same downhill and did not feel anything but when I shifted I noticed my RED bars blinking, guess I was too low for the rev limiter but above the red line, not sure but I am guessing the rev limiter is higher than the red line itself and I was playing in the middle.
This motor is really odd, it still feels strong and climbing at the red line, my other car at the red line is dying and makes it obvious its time to shit. On my other car, right about 8,200 to 8,300 rpm you feel the motor bog down and you can also hear the 3 webers screaming "time to shift", this car just gives you no warning until the tach flashes.
To make a long post longer, everything I have read says don't worry about hitting the red line or rev limiter on upshifting, its on downshifting you need to worry.
