Must be a Colorado thing? I've never heard of anyone getting pulled over for "Front end damage" unless safety features were missing (i.e. no collision bar, or bumper altogether).

That sucks i'm sorry man, Maybe the place has cameras in the parking lot? Do you remember what the truck looked like? Maybe make multiple trips back to restaurant and you can find him, (maybe take pics of his car if you find it with evidence, like yellow paint on his bumper or something)
