HELP NOW! Can you put taillights on with bumper still on?

Trying to put in my new tail light and it isnt going on very easily. Do you have to have the bumper off to put in a new tail light? Thanks!

First, are you trying to install '04 tail lights? I think these require some minor modification first. And do you have the trunk liner removed?
