try slashdot. it is very active portal bulletin software. virtually unhackable.
it works with MySQL.
or you can try PHPNUKE. they are almost the same thing, but one uses PHP, slashdot uses perl with MySQL.
Is there is any question of setting up. I am sure that I can help.

good to hear that you're switching away from ubb
not much of a graphics guy, but i work day to day w/ mysql, php and perl. i'd love to help wherever i can.

I'm not sure how desperate you are for programmers, but I can volunteer some time. Most of the work I do is enterprise programming, but I've used some Perl and PHP3 for connectors before, and in school.
Feel free to e-mail me if you need more programming help than has already been offered.
Kudos on moving away from UBB, by the way.

thanks everyone. I'll be in touch with each via PMs shortly. Take a look at the Transition Team forum. I posted a todo list there to give ou some idea of what needs doing
