My eldest brother on the other hand has used it 'eight' times already. Maybe more... I haven't talked to him about it in a couple months. He's studying law and gets tickets ON PURPOSE to try various methods. He's NOT a lawyer but has personally argued ProPer in front of the Washington State Supreme Court when prosecutors appeal decisions made by the lower courts in my brothers favor. He has a local fan base that shows up to court just to watch. Court room is usually packed out. It's funny!
BTW: The dismissal is usually for 'lack of jurisdiction' since the ticket is a violation of personal rights.

Agreed, but it was so "out there", that it has to be some form of sarcastic humor aimed at the naive OP. Either that or he's just one of those conspiracy guys, lord know there are enough of them on the internet.

By the same logic I can run someone down with my car, and as long as I cross a state line, I can't be charged with murder. If they did anyway, and put me in jail, then they wouldn't be allowed to lock the door for the same reason, as it would restrict my right to travel freely. Trafic laws don't restrict travel, they promote safety and limit fuel consumtion.

traffic laws don't promote. they restrict and penalize.
