Default FRONT BUMPEr question

Everyone i got in a wreck about a month and a week ago and i needed a new bumper. I have a 03 and the bumper that i think they put on looks like it is not ment for my car. All of the screw holes are not in the proper places for the screws. My question is: are the bumpers different for a 2000-2002 bumper compaired to the 2003? I feel very jipped. Your comments are much appriciated!
thanks!

the ones right under the front of the bumper on the bottom. It looks like there are little places where you would put screws with a spacer or something. The screws they screwed in are nowhere neer thoes. Thanks!

There are four holes under the bumper where the spacers go if you put on an OEM lip. Do the other "screws" line up? Is your bumper just hanging there, or is it securely in place?

Ok, so thoes other ones are for the oem lip. that probably says it all. It's very secure.

There should be 9 screws on the bottom. Do you have 9 screwed in?
