With respect to the cost issue, I think it'd be more expensive to design / produce different dashboard circuitry for different regions than it would to simply include some unused/extra stuff. In other words, I'd think it'd be best to design one product which has the union of all necessary features. I don't know, though. Perhaps each region needs its own dashboard for different reasons than the km/mph thing. In my business (computers), you try to avoid any hardware differences when selling into different regions.
