I think what you are trying to say is you don't start your engine just to move your top.
The car doesn't have to be running... just have to have the key turned all the way.

Is it just me or does the top seem slower when the engine is off? Occasionally, I forget to put the top up before shutting off the car and it always seems slower than normal. Any thoughts?

There is less voltage powering the motors with the engine not running. Not a concern though unless (as was stated before) the battery is very weak.
