Starting off while turning doesn't count.

If you try this and get hurt or break your car, it is on your head, but if you have access to a gated (and empty) parking lot, try turning the wheel all the way to the left, releasing the clutch slowly (in first), and then flooring the car. The back tires will go up in smoke as the car spins around the inside front tire. (See the animation in my signature.) A hard 1-2 or even higher shift, while cornering hard, can break the back tires loose and cause a spin. When some of the available traction is being used for cornering it's easy to chirp or spin the tires, so that just doesn't count.

RACER mentioned "clunks," and if you're getting clunks it's harder on the car, and IMO, should be avoided. If you can't chirp or spin or do a donut without slamming parts together it's best not to do it at all. Smooth inputs do more than just let you go faster; They are also easier on the equipment.
