To put it in as gentle terms as possible: it is the placing of the scrotum on someone elses body. One common usage on the 'net is upon the forehead of a sleeping drunk fratboy - usually accompanied by someone else with a digital camera and subsequent pwn3d pics.
That's the sense your kid is using. There's another meaning (the actual meaning) that involves dipping the bag in (much like you do with a tea bag in hot water) a parter's mouth.
