To me HIN is a kid's event these days mostly for teeny boppers (sorry if I sound kinda old cuz I am...haha)
Car show promoters however must look REALLY bad to allow a cop to pull you over INSIDE the show, that is just crazy! This is the same reason why people trailer show cars that are illegal for the public roadway and drive them into the show at the gate...can you imagine they get pulled over for loud exhaust? LMAO

Basically, the citation has to do with the aftermarket lenses that may not be DOT-approved.

the federal DOT requires amber reflectors up front, and red reflectors in the rear.
examples would be the 350z (the thin amber strip in the bumper), or the lexus rx-series (they have clear tail lights, but red reflectors in the rear bumper). over in europe or japan, the regulations aren't 100% the same, so you'll have differences in the other markets.
I know there have been issues in the past with companies bringing over european cars that have to add the amber reflector to pass regulation.
