All of last week I went 'round and 'round with the Service Dept. at my dealership (rosenthal honda VA) and they claimed there wasn't a problem. Apparently, they were under the impression that the window wasn't supposed to roll down when you dropped the top!! After telling them about 15 times that "it was working when I drove it off the lot and now it doesn't...." I finally gave up. Read this thread about 10 minutes ago, went outside and rolled the window up and down about 5 times and....voilla!!!

Mine does it intermittently as well. Just started doing it 3 or 4 weeks ago--it's a 2000 I bought in Feb 2000 with 32K miles on it. Also seem to be having problems with the top not going down quite as far as it used to either.

I had mine fixed about a year ago after the TSB came out. It only worked a few months until it, too, went south. It was replaced a second time and still (knocking on wood here) is working.

Please do your civic duty (no pun intended) and have the dealers fix this!
I've had mine done once already, and expect a second time to come up, but if everyone just "lives with it", Honda won't know there's a significant problem.
Please, please, please have it fixed, so there's a noticable impact and Honda corrects the situation.
If everyone waits for them to issue a recall, it'll never happen!
(If you have to wait until your next service, OK, but please don't ignore it--for the rest of us.)
Thanks!
Randy

Honda claims that this problem is caused by a loss of ground due to corrosion in the window motor regulator. The TSB calls for a new regulator to be installed under warranty. Appoximate time is 1 hour.
